Course Overview: The First Line Supervisor (FLS) is an intensive 5-day professional development course designed for all sworn police and correctional personnel assigned or promoted into their department’s FLS rank. This program provides the participants with the essential leadership and administrative skills needed to excel in their supervisory role. Through a blend of foundational concepts and practical application, participants will develop the skills to transition effectively from team member to team leader, solve complex problems, and navigate the legal and ethical challenges inherent in public safety. Participants will be challenged to not only master the material but also to transform into dynamic supervisors capable of leading sworn public safety professionals.
Program Methodology: This is a highly interactive and practical course that emphasizes daily participant engagement, presentation, and leadership skills. Our curriculum is built on andragogical principles, recognizing that adult learners are self-directed, pragmatic, and draw heavily on their previous experiences.
The program methodology includes:
Application-based learning: Students will immediately apply classroom theory to practical exercises via scenarios and problem-based learning exercises.
Student Outline: Participants are responsible for answering challenging and thought-provoking questions on the FLS objectives, thereby demonstrating mastery of the subject matter.
Commitment and Expectations: This is a rigorous program that requires a significant commitment from every participant. Participants are expected to arrive on time, prepared to engage, and free from distractions. Distracted learning includes the use of cell phones or other technology that is not directly related to the instructional activities. Time spent away from instruction due to distractions may be considered a violation of the mandatory attendance policy and could result in dismissal from the course. Participants who are dismissed will be required to retake the entire course, subject to future course availability.
To successfully complete the program, participants must:
Complete the teaching outline with accurate responses.
Demonstrate, acknowledge, and verify that all of the mandated COMAR FLS learning objectives have been met.
Actively participate in all classroom discussions, exercises, and program activities.
Who should attend: This program is for sworn public safety personnel only who are newly promoted or soon-to-be-promoted as a first line supervisor. Participants must complete this 35-hour program within 12 months of their promotion. Those who are NOT in mandated positions should attend our Civilian Supervisor Program
Roster Restrictions & Deadlines:
Agencies holding a seat with a yet to-be-determined student will need to enter the information TWO MONTHS prior to the course start date. If student information is not entered by this time, the hold will be automatically removed from the roster.
Certification number, rank, and date of promotion are required fields to enroll in this course.

This program replaces the 35-hour program and incorporates the newly adopted 39 performance objectives. It is a 7-day program suitable for both law enforcement and correctional officers and includes interactive, problem solving exercises focusing on the fundamental skills required of all first line supervisors. Exercises are tailored to meet the needs and expectations of each class with examples drawn from both disciplines. The program is offered 11 times during 2005. Since this is a combined law enforcement/corrections program, there will not be separate sessions for police and correction personnel. All sessions will be held at the Public Safety and Education Training Center in Sykesville with a maximum capacity of 24 participants.
