LDI- First Line Administrator Training

 

General Description

Course Overview: The First Line Administrator (FLA) program is an intensive 5-day professional development course designed for all sworn police and correctional personnel assigned or promoted into their department’s FLA rank. This program provides the participants with the core competencies needed to manage complex administrative functions, navigate human resource challenges, and effectively lead personnel in a high-stakes environment. Participants will be challenged to not only master the material but also to transform into dynamic administrators capable of leading public safety professionals.

Program Methodology: This is a highly interactive and practical course that emphasizes daily participant engagement, as well as presentation and advanced leadership skills. Our curriculum is built on andragogical principles, recognizing that adult learners are self-directed, pragmatic, and draw heavily on their previous experiences.

The program methodology includes:
  • Application-based learning: Students will immediately apply classroom theory to practical exercises via scenarios and problem-based learning exercises.
  • Individual feedback: A substantial portion of the program is dedicated to constructive critique to refine advanced leadership knowledge, skills, and abilities.
  • Rigorous Capstone presentation: The course culminates in a final 30-minute presentation, where participants will showcase their FLA competencies by developing a comprehensive, evidence-based plan to address a specific, real-world challenge within a public safety agency. Experts including former police chiefs, correctional executives, and operational and command personnel, will evaluate, grade, and provide feedback on the presentations based upon their training and experience, using an objective rubric that incorporates the principles and COMAR mandated objectives of the FLA curriculum. This capstone project is an authentic assessment of the skills and knowledge acquired.

Commitment and Expectations: This is an intense program that demands significant commitment. Participants must show up on time, ready to work, and free from distractions. Distracted learning includes using cell phones and technology that is not part of the educational lesson. This time away from the lesson is part of the mandatory attendance policy and could result in dismissal from the course, causing the participant to retake the entire course at a later date according to course availability. Participants should expect to invest time outside of scheduled classroom hours for preparation and refinement of their presentations. This rigorous approach ensures that each participant leaves with the confidence and competence required to lead with excellence. To successfully complete the program, students will be required to fill out a student outline; demonstrate, acknowledge and verify the FLA objectives were met; and actively participate in and complete the group capstone presentation with a minimum average score of 75%.

Who Should Attend: This program is for sworn public safety personnel only and is mandated by COMAR for all police and correctional personnel who have demonstrated advanced leadership mastery in their First Line Supervisor roles and have been promoted to the Administrator level. Participants must complete this 35-hour program within 12 months of their promotion. Those who are NOT in mandated positions should attend our Civilian Supervisor Program


Roster Restrictions & Deadlines:
  • Agencies holding a seat with a yet to-be-determined student will need to enter the information TWO MONTHS prior to the course start date. If student information is not entered by this time, the hold will be automatically removed from the roster.
  • Certification number, rank, and date of promotion are required fields to enroll in this course.
  • Each LDI program is limited to 5 students per agency per class date. If you wish to place additional names on a waitlist in case the cap is lifted, please contact [email protected]
  • The FL Administrator locks to enrollment requests 1 week prior to the course start date.
